The study on Situation and Demand on Use of Production Land of Ethnic Minorities in Quang Binh Province

On July 2013, Rural Development and Poverty Reduction Fund (RDPR) coordinated with Ethnic Minorities Board of Quang Binh province o conduct the study on “ Situation and Demand on Use of Production Land of Ethnic Minorities in Quang Binh province”. The study is implemented in 9 mountainous villages of 7 communes in 4 districts of Quang Binh province, including Quang Ninh district , Le Thuy district , Bo Trach district, and Minh Hoa district.
The aim of this study is to specify the actual use of production land for ethnic minorities in Quang Binh province; analyze, identify ethnic minorities’ demand on production land; and give suggestions and solutions to meet the demand of ethnic minorities in Quang Binh province. The study team collected secondary documents from local economic-social reports, statistical datas and other relevant reports. The team also implemented in-deep interviews for leaders of communal authorities and 9 discussion meetings for villagers in 9 villages; and survey for 90 households by questionnaires.

After the information is collected from secondary documents and survey activities is conducted at the field, the worshop " Situation and demand on use of production land of ethnic minorities in Quang Binh province" is conducted in Dong Hoi city on November 26th 2013. At the workshop, the report of study result is presented at the workshop to get more information and comments of participants who is representative of relevant departments at provincial, district and communal level and local ethnic minorities.

 The result from study report show that although the mountainous communes have a larger number of natural land, the land access of the local people including residential land and production land is very difficult. According the survey result, 3 out 6 mountainous communes lack of residential land and all 6 communes lack of production forest land, in which many commune severely lack of the kinds of land, such as Truong Son ( Quang Ninh district), Lam Thuy and Ngan Thuy ( Le Thuy district).  93 percent of interviewed people have demand of allocating more production land. The demand on production land is more urgent than other demands, especially the demand of the people in villages which have just been established such as Trong Hoa commune ( Minh Hoa district), Lam Thuy commune (Le Thuy district)…

At the workshop, the representatives agree that in recent years, the demands on land use of ethnic minorities in Quang Binh province is an indispensable one and more and more essential, especially in Le Thuy, Quang Ninh, Bo Trach, Minh Hoa, Tuyen Hoa.. Until now, Quang Binh province has solved partly the situation of shortage of production land for ethnic minorities. However, progress of land allocation is still slow, one of main reason is that after the land area was withdrawn, the area is considered to be not suitable for suggestions of communal People’s Committee. Most of allocated land are special use forests and unable to use, or the land is far from residential area, traffic or on high mountains, and limestone.
