A study tour of Quang Ninh District – Quang Binh Province to The Effective FLA Model in Nam Dong District - Thua Thien Hue Province

Within the project " Strengthening the effectiveness of approaching policy in agriculture, forestry" for Van Kieu ethnic communities in Truong Son commune and Truong Xuan commune of Quang Ninh district, Quang Ninh Rural Development and Poverty Reduction Fund ( RDPR) with the support of the Central Rural Development Centre (CRD) held a tour for Quang Ninh leaderships to Nam Dong district - Thua Thien Hue province in order to learn its effective FLA process.
The tour was made from 22rd March to March 24th 2012 with 16 members including Secretary of District Party Committee, Vice District Chairman, the director of Forest Management Board; The head of Department of Agriculture, Natural Resources, Nation, District Office, the chairman of Truong Son, Truong Xuan and Support Group with the organization and guidance of the RDPR director.
The leaderships were received the cordial welcome of the Nam Dong corresponding leaderships. At the meeting, Nam Dong representatives reported and shared Nam Dong FLA process for the community, results and experiences on the implementation of Decree 200/ND-CP in Nam Dong district. The Quang Ninh members also raised questions about the experience to recovery and convert forest land from SFEs, application review criteria for allocation land and the effective coordination among local departments.
Besides the meeting, the delegation also had a chance to meet with Forest Land Management and Implementation Board of Thuong Lo commune and Doi village. The Quang Ninh delegation appreciated the participation ability of commune and village officials
in the project.
The delegation also visited and shared the tour results with the CRD director. The Quang Ninh Secretary suggest there is need to have more such meetings to discuss and share experiences and more cooperation among RDPR, Quang Ninh District and CRD in many areas such as climate change, conservation and development medicinal plants for ethnic comunities, ...
Overall the study tour achieved the target and has much impact on perceptions of Quang Ninh officials on implementation of local FLA advocacy policy FLA locally. After the tour and analysis of the overall context of the district, Quang Ninh leaderships made orientation and directions for district departments in coordinating in order to recover land from the Forest Management Board and return them for households and communities in the future.
